The East Bay Coalition Against Urban Casinos is a coalition of citizens, clergy, community leaders and others who oppose allowing urban casinos in our community.

When Proposition 1A passed in 2000, legalizing tribal gambling in California, we were told that casinos would be placed on historical tribal lands, in rural parts of the state. Since then however, casino proposals have sprung up in cities around the state, particularly in the Bay Area where casinos have been proposed in Oakland, Richmond, and San Pablo.

The East Bay Coalition Against Urban Casinos believes that urban casinos in the East Bay would irreparably harm our community by attracting crime, creating increased numbers of problem gamblers, placing even more traffic on our already crowded roads, and damaging the local economy.

We are a coalition of local residents objecting to the expansion of casino gaming activities by the Sycuan band of the Kumeyaay nation, which already operates one casino in the Dehesa Valley. At this time, we are specifically opposed to the following features of the proposed amended compact between the Sycuan band and the State of California:

  1. The increase from 2,000 to 5,000 of the number of slot machines allotted the Sycuan Band.
  2. The construction of a 2nd casino on lands newly acquired by the Sycuan band. The site of the new casino would most likely be the Singing Hills Resort, at the intersection of Dehesa and Willow Glen Roads.

We are also opposed to the addition of lands newly acquired by the Sycuan band to their federal land trust. That would remove the properties from the jurisdiction of the USA, where we believe they belong.

It is our belief that the above developments, if allowed to proceed, would destroy the quality of life we enjoy in “East County”, San Diego. We live here for the beauty of the landscape, the privacy, the tranquility, the low crime rate, and the relaxed pace of life. Expanded gaming would vastly increase traffic, crime, pollution, and adversely affect property values. We believe there is no way to “mitigate” the effects of expanded gaming. We can not accept the presence of a “Little Las Vegas” in our midst!

Preservation Of Los Olivos (P.O.L.O.) is a group of Los Olivos citizens who are interested in preserving the quality of life in our rural community. Our mission is to be actively involved in the creation of guidelines and goals in order to ensure a balanced community plan. We endeavor to protect our water, air, open spaces, habitat areas, cultural resources and our heritage that make up the quality of life in our community.

Using tribal sovereignty to remove constitutional rights and private property rights is wrong. When placed before a federal court, as it was in the City of Sherrill v. Oneida Indian Nation case, there can only be one answer when the Constitution is the law of this land.

Who We Are...

STOP THE CASINO 101 COALITION (STC101)
is a non-sectarian, multi-cultural group founded in in August, 2003, by Rohnert Park, CA minister Pastor Chip Worthington, in response to plans by the Federated Indians of Graton Rancheria to build a massive Las Vegas-style urban casino on the outskirts of town.

The proposed casino would be located midway between the two largest urbanized areas in Sonoma County: Santa Rosa and Petaluma. The site is a Community Separator consisting of sensitive vernal wetlands habitat which forms the headwaters of the Laguna de Santa Rosa, a rare vernal lake. Ordinarily, no one would be permitted to build on this site, but Native American tribes aren't subject to the same laws that govern everyone else in America.

Federal policy allows Indian casinos to ignore all local zoning and planning. These neighborhood casinos are outside the jurisdiction of state and local government and law enforcement. They create "islands of non-jurisdiction", making it virtually impossible for communities to address the changes - and problems - casinos create.

Although it once seemed that there was little a town could do to protect itself from these huge casinos, the tide has begun to turn and now, everyday people, along with local, state and federal officials, are taking a stand to stop the spread of Las Vegas gambling into their hometowns.

There are now five proposals for California's November, 2005, ballot that would drastically change the future of Indian gambling in this state. In city after city and county after county, people are standing up to demand an end to urban casinos.

STC101, working in conjunction with other pro-community groups in the area, has successfully mounted a vigorous campaign of protest and public education. STC101 has been able to expand its efforts to the regional, state and national level, and we will continue our efforts to stop the construction of a "monster casino" on the outskirts of Rohnert Park.

We're in it for the long run.

Thank you for your interest in our campaign to uphold the Santa Ynez Valley's tradition of sound community planning and hold all developers to the same land-use laws and environmental regulations. Since Fess Parker and the Chumash tribe announced their development plans, a large, diverse coalition has activated. More than 1,000 people strong, we are Valley residents and ranchers, businesspeople, conservationists and residents of other areas of Santa Barbara County.

What we have in common is a belief that because we all share the beautiful land of the Santa Ynez Valley, we should all play by the same rules.

The addition of the Chumash Casino to the Valley has had both positive and negative impacts on the area. The Santa Ynez Band of Chumash Indians have had great success operating their casino on Highway 246, and we support the tribe's efforts to ensure their long-term prosperity by diversifying their economy beyond gambling.

What we don't support is the fully self-sufficient tribe's continued manipulation of the federal fee-to-trust process to annex land and remove it from local and state tax rolls. Furthermore, we oppose private, non-tribal developers teaming up with tribes to circumvent long-established land use and environmental laws.

Please join us in our campaign to ensure that no development - regardless of the project or who the developer is - be allowed to proceed without full state and local regulatory review and public input.

The Scotts Valley Tribe of Pomo Indians, financed by a Florida-based developer, has purchased 30 acres between Parr Blvd and Richmond Parkway, in an unincorporated area near North Richmond, California.  The developers are attempting to gain approval for a 225,000 sq ft Las Vegas-style casino.  The proposed casino will have over 3,500 parking stalls and 2000 slot machines.  Alcohol will be served in six bars and restaurants.  

The Richmond Parkway was not designed to accommodate the increase in traffic this scale and type of development would generate. National studies show an increase in drunk driving, theft, child abuse, spousal abuse, loan sharking, embezzlement and divorce are statistically linked to the introduction of casinos in communities.  It is estimated that for each new dollar a casino brings into a community, there is a cost of $1.90 in required social services and loss of property value.  If passed, the casino operators will pay neither property tax nor income tax.  There will be no way for local government or citizens to enforce promised community support, local hiring, or continuing crime mitigation.
