Discussions of tribal sovereignty and jurisdiction should consider the rights and welfare of non-member residents on Indian
reservations who are denied the right to vote and participate in the
affairs of tribal governments. All reservation residents may be denied the right
to sue tribal governments for violating their state and federal constitutional
protections.
