Citizens Equal Rights Alliance
(CERA), is a 25 years old national organization of local
community elected officials and leaders, legal counsels, tribal members and
citizens focused on flawed federal Indian policies that deprive tribal members
of their civil and constitutional rights, and intruding upon the
jurisdictional and regulatory authority of towns, cities and counties located
within or near Indian reservations. CERA/CERF has members in 28 states; its 20-member
Board of Directors reside in 15 states across the country. CERA provides a
focused resource for legal counsels, community leaders, and citizens who are
unfamiliar with or struggling with federal Indian policy conflicts.

Prominent luncheon &
dinner speakers and presenters are scheduled. Sessions will include:
Fee-to-Trust, Carcieri v. Salazar; Indian Reorganization Act; tribal
sovereignty Indian Gaming Regulatory Act of 1988 (IGRA); tribal law enforcement
and Public Law 280; federal-state-tribal jurisdictional conflicts, Indian
Reservation Roads program; Election law in Indian country; successful local
actions; best practices; judicial and congressional trends specific to federal
Indian policy.

Most attendees also stay for scheduled appointments
with senators and congressmen on The Hill, on March 9th, 10th & 11th. Very
little activity occurs in D.C. on Sundays/Mondays so these days are best for our
in-depth conference and for work schedules of attendees.
